Should we be striving for a national identity or a global identity (or both)?

Or a completely different way of organizing ourselves? Should we be striving for a World Government - a federation of all the world's nations with a central world government while national governments have limited autonomy (like provinces have in Canada)? If so, what would be the division of powers?
