Help regarding this girl??

ok this is really serious...there's is a girl in my college..she is really cute..she looks at me and i also looks at her she has even ped a smile once..plz guide me what should i do when i approach her the first time should i propose her or wat? plz help me i could not get this girl out of my mind..i keep on thinking about her . I think there's a special bond between us i think she is the only one in the whole universe for me i think i am becoming mad..yesteerday i started crying while thinking of her ..i think i cant live even a single millisecond without her..plz plz help
